I had an ibm 300PL desktop for the longest time. It runs win98 and has only 3gb of hard drive space. I got a mac mini a while back and know that it can run windows operating systems.
what I want to know is: is it possible to somehow transfer my windows information to my mac somewhow, or will I have no other choice than to buy a windows os for my mac? I don't know a ton about computers but could I say, attach the win hard drive as an external drive to my mac and shift all the info to the mac and then disconnect?
I won't buy a whole new os for my mac if I have to because all I am wanting is to be able to run two windows programs on my mac without having to fire up this old thing.

Depending on the OS the mini has, it should already be able to run windows programs natively. If it can't, there are many windows emulators available for mac.
Copying the files as an external drive isn't affected by the respecting FAT methods, but just copying the files from the 98 drive will not allow you to run windows on your mac, though. Registry info is all kinds of wrong for the mac.

windows uses a FAT32 bit file allocation and mac uses a different kind of file system however there are certain application that can be tweaked and tailored for MAC if you are a panther or a tiger user post the name of the applications and we can work on it
