In Ohio there is a little town named Refurbisher!

Just kidding.

Many of the ones you refer to have been turned in for problems and there are technicians who repair them then the companies try to resell them. If you are thinking of buying one be certain it has a good warranty. I have read of several people who had good luck with rebuilt PC's and even laptops!
Sometimes people take their computer to get fixed, and then decide they want a new one.. so the company completely refurbishes that computer and sells it cheaper, althought it is almost as good as new..

I bought two, from Dell, and never have had any problems.
Refurbished is generally a computer that was taken in for repairs, like the earlier poster said, or just returned. The company then fixes it to factory standards (i.e. it should work like new) and resells it as ''refurbished'' at a lower price.
Most of the time refurbished computers came from its OEM. Due to some technical faulty from end-users or manufactures faulty that needed repair by qualified technicians, so they need to send them back to their original/third party warehouses to get them fix to the exact requirements from the manufacturer's setting before they can be returned to the general public with a certificate of compliance and refurbished statement and stamped with a reduction in price usually by 15% of its original priced...
Refurbished computers come largely from large organisations who need to keep the most uptodate computers and therefore regularly 'chuck out' previous versions. These organisations are Banks, Hospitals and large corporations for instance and therefore the computers will be, although old to them, still probably quite high spec and a good deal. I would never buy a computer that had been refurbished that had belonged to a private individual because a private individual would hang on to a computer until absolutely necessary to buy a higher spec and though refurbished, would not have much 'guts' to it. But these days it is not necessary to buy refurbished, brand new computers are so inexpensive and you would get a year's warranty, with refurbished you would get 3 months only and have no comeback if something happened after 3 months and 1 day which would be very likely to happen.
